Anybody can accuse anybody with illegal use of drugs using hearsay as evidence, but, if you are really serious in this false accusation, why, oh why NOBODY is going straight to World Boxing Bodies or to any USA Boxing Authorities and file Formal complaints against Pacman?

Quacking such false accusation over and over again against Pacman, means his critics got bankrupt on ideas on how to belittle and insult him...

If he's got no power, then he would have been knockdown by his taller and heavier opponents, even Marquez he threw all his BEST shots and Pacman was still standing throwing his punches too!

Clottey - never been KO'd, turtle shell defense entire fight.
Margarito - Should have been stopped by ref/corner, but another iron chin guy (only mosley has truly stopped him)
Marquez - never been KO'd before, very good counter puncher.

It's not rocket science man. Pac is fighting bigger and better opponents. Ricky Hatton & Diaz are smaller and are there to be hit. Easy work for pac.

lil man was on a roll KNOCKED OUT DIAZ , Stopped delahoya , Put hatton to sleep and knocked out cotto .

Then came the steroid accusations and the hoopla in the media about peds which around the time freddie and ariza furiously battled the media .
Since then we have seen a decline in pacman .

No power was shown vs clottey
Since that HUGEEEEEEEEEEEEEE FUSS was made mannys punching power practically vanished and he seemed more human .

Your "theory" falls flat. You seem to have forgotten that he smashed Margarito's face up in a way which rarely happens to any fighter, let alone a guy known for his toughness nearly 20 lbs heavier. And also he KD'd Mosley so that he still has amnesia about those few rounds. Mosley is a fighter who had only been KD twice in his life, about 10 years ago, by one boxer, Forrest, both KD's within seconds of each other, in the 2nd round.
