HELL to the no.
Cotto had to drop TR just to make the damn fight. And as soon as he drops from TR the fight is made with no hesitation. Bob Arum is the evil source to anything good in boxing.

Arum only had a second Pac fight and Chavez Jr to dangle in front of Cotto.
Arum unless its an in house fight or a fighter that takes the very low side of the purse he won't do the fight

If Cotto was unbeaten we definitely would not have seen this fight.
And I thought the reason why this fight didn't happen before was because Puerto Rico was too far away
