I firmly believe that in Dec 2009, it was clearly obvious to Arum/Pac that they could not fight Mayweather until Manny's very last fight.
So far, I have been proven 100% correct.
Sorry, but I believe that Pac is juicing, so fighting Mayweather is not an option until they decide to cash out.
Just my opinion..... see, no " FACT: " statements.
Either way, they are clearly ducking Mayweather like the plague.
But btw, my opinion, explains your question perfectly..... in fact, I cannot think of another explanation.
They are avoiding Mayweather because either.....
1.) they have no faith in Manny to beat Floyd
2.) they have no faith in Manny to pass the OSDT's when he is undertaking his normal preparation

Mayweather did not breech his contract, he did not fail to make weight, and he did not pay one red cent in penalties to the commission.
He paid Marquez to renegotiate the contract.
It was a b1tch-move, but lets keep it real.
Now we can all see why Team Pacquiao insisted upon a $10mil per-pound penalty..... and the reason why Mayweather immediately agreed is because the fight was at 147, he is a welter, he will have no problem making 147, so nobody was ever getting a cent.
I had no problem whatsoever with that request from Team Pacquiao, because it was just insurance. Nacho left a hole big enough to drive a truck through.

Pac fans are staying loyal to their dude(I respect that)...but Manny's loyalty is with Arum...NOT his fans...if he was loyal to his fans he would give them the fight they want....but no, he fights for his promoter and the purse like ALL fighters do....I wish he stop that "I wanna make ppl happy" game.....at the end of the day I wouldn't be suprised if a large number of the Pac supporters jump ship.....his rep is sinking fast!!

Truth is yo, Manny's gonna suffer in the court of public opinion regardless of your font size, and unless Arum lets him fight Mayweather this public affliction may drag out for awhile....
