Because Pirog only wants the fight in Russia where Martinez can only win via KO. Also I read some time ago that HBO wasn't interested in Pirog at all.

Oh and Martinez is actually calling out Mayweather Jr, and the weight difference is not 30 pounds, it's actually nothing like 30 pounds. Martinez is a small MW and walks around 164, but a fight with Mayweather would be at 154 and not at 160 so Martinez would be a little smaller, let's say 162, while Floyd would be also 156-157 because he doesn't rehydrate a lot, so actually the weight difference between both of these guys is not very much. I still don't know who is saying that Martinez walks at 175, that's not true, Martinez's body composition doesn't allows him to gain that much weight like other MWs such as Chavez Jr.
