Arum is having a hard time pleasing Cotto, Cotto wants the Pacquiao fight and Arum wants him to face chavez.

Cotto will only agree to fight Chavez if, he gets Pacquiao first(higly unlikely) or he gets close to 13Mills Guarante for a Chavez fight!

Oscar is also trying to get Cotto for Canelo if a Mayweather/Marquez/Bradley vs Pacquiao is made.
