I hope it's become clearer and clearer over the past few months that the fight not happening is not as simple as "Mayweather or Pacquaio is scared"

A lot more goes into making fights, especially one of this magnitude, that doesn't make it as simple as "all he has to do is sign" the way fans think.

Legal issues, recovery, previous obligations, milking success, Aru-i mean promoters, contractual agreements, personal life, etc.

Probably so, but it would cost him a grip. He signed a 4 year contract with Top Rank bank in 06, so im pretty in 2010 at the height of his popularity when that 06 one ended, they signed him to a new long term legal binding contract

wow he grew a pair,Pac loses that fight but theres more honor in losing than hiding and cherry picking bums and blaming it on your promotor.theres absolutley no sense to let this fight stew any longer. This is exactly what a lot of people have been waiting for him to say. Not saying that he's been at fault or anything for negotiations not proceeding, but here he is taking charge of the situation which is a good development. If the fight doesn't go through the it's likely Arum's fault, so it seems anyway. I think Mayweather wins the fight, but it is the fight that everyone wants to see.

Why are you blaming Arum. We already KNOW for fact, through Ross Greenburg, Head of HBO Sports, and Keith Kizer NSAC head, that the fault lies with Mayweather.
