No, he's getting desperate to get his belts back without actually fighting. If he was desperate for a rematch, he would be constantly calling Peterson out, not spending 23 hours a day watching every second of the fight for anything he might be able to point out and claim corruption.

If Khan had shown even one iota of grace and respect in defeat he might actually not only have gotten a rematch but be a more popular fighter. But whinging, whining and insulting not only your opponent, but all the officials, the fans and the host city of the fight isn't exactly the way to endear oneself to anyone. If his family and management team didn't have their own heads as far up their butts as Amir himself, they would sit him down, tell him to shut up, hire a good PR rep and force him to take some lessons in good public relations.
If you felt like you got cheated out [and in his position anyone would], would you not be desperate for a rematch?

If he wanted to vacate the belts to move up, why would he be desperate to retain them?
He only wants to beat Peterson. If he gets the belts back, then no doubt Khan would still offer peterson a rematch, just so he could prove he can beat him.
