Arum gives them the options and Freddie and Pac selects from those options. So basically, if someone asks him who he wants to fight next, it really depends first on the choices of Arum.

miguel should fight him next at around 150 no less.
roach and his entire crew of fighters have already lost credibilty in my view over the last few months and other fighters/trainers have begun to work out his/their methods and counter them.
because there has been this issue of suspected drug use, cotto will want this like he wanted the plasterito return.
