the tv , radio , etc. privileges are for prisons.

county jails usually don't let you have items like that.

all he can buy in jail is food , toiletry items and a deck of cards.

they have radios in county jail in Wisconsin...the tv might not be available, but if he is going to be isolated for the entire time I wouldn't be surprised if it is allowed.

reason being most people in jail are short timers and go in and out.

usually privileges like that they reserve for the pens since people are there longer.
