For one, Leonard does get heat for it too. There are quite a few people on here that do not rank Leonard as high because of him picking and choosing when to fight against certain opponents. Two, Leonard fought much harder competition and his circumstances for layoffs were different so it is more forgivable.Its funny how Floyd gets so much heat for his layoffs yet Sugar Ray Leonard had far more layoffs than Floyd and his layoffs were much longer yet Sugar Ray got fighter of the decade. How do you lose to Roberto Duran, take three years off, barely beat Marvin Hagler, take another year and a half off, and get a draw against Thomas Hearns yet be the fighter of the decade?
A case can be made but its not a strong one and the worst on the list? No. Most would and do have Pacquiao higher than Floyd. 00-09 gives Pacquiao an incredible resume topped off by a win over Cotto. Mayweathers resume just does not stack up.Comment

1000% agreeI can only comment on the 1980's to 2009 as I was not alive to comment on the preceding years. I dont believe in commenting on fighters in which I have not seen a large catalogue of their fights.
Overall pretty solid list.
In the 1990's I would have had Roy number one as Pernell was on the slide in the mid - late 1990's.
2000- 2009 I would have Floyd number one. But thats only my opinion
