Top Rank's Bob Arum, Pacquiao's promoter, never really seemed to want to make the fight in the first place, and Mayweather's sentence lets him off the hook. With Mayweather out of the picture, Arum can go right ahead and make a fourth fight between Pacquiao and Marquez in the spring.

Even if Arum wants to make the fight for May 5, Floyd isn't available. He hasn't been available to fight Pac. IF Floyd wanted to make the fight, it would already be done.

The only people that still think Mayweather didn't want to make the fight are hard core Pacquiao fans. I don't know how many things need to come out of Arum's / Team Pac's mouth for people to finally admit it

It was Team Pacquiao that walked away from the table when Mayweather offered a 14 day cut off so they could make the fight with Clottey, not Floyd. The other 2 cut off dates were never offered.

You could also look at it the other way, though, and say that the fight could have happened if Pacquiao had just agreed to the tests like the majority of boxers on the planet would have done. However, we all know his team had about 5 different excuses in a 2 week period of why they wouldn't.
