It's on Khan's management and corner. Their fault.

Khan's corner/management team must be involved in the ref selection process. If your fighter has a tendency to do something he might be penalized for, you HAVE to make sure the ref does not believe in penalizing that conduct.

Refs are like judges. Technically, they have to follow the rules, but they have their own rulebook.

Khan fought to win. It's his corner's fault.

The problem was that the ref warned him several times to stop pushing and the corner didn't say to him "Khan, enough with the pushing, he's going to take off another point" ... Also at first I thought the strategy Khan was following was wrong, but now I don't know since maybe they were giving Khan the right strategy but he wasn't unable to apply it. For example I thought Khan needed to fight on the outside while moving around the ring, and maybe they said that to him but Khan just was unable to actually move without pushing Peterson and wasn't able to fight on the inside.

From what I know, the boxers, their teams and even promoters have nothing at all to do with the REF selection. The problem lies explicitly on the boxer/corner for not following the rules and warnings.
