It's got to a stage when they're just going to put anyone in the HOF.

    I mean, Too Sharp? A HOF'er?

If Too Sharp did enough to be a HOF'er then there's plenty others who do.

I imagine the likes of Booker, Cocoa Kid, Kingpetch, Lytell, Tiger Jones and the long list of actual HOF calibur fighters will never be inducted while the likes of Too Sharp, Cotto and the rest of them will be.
I believe Cocoa Kid got in this year also~

Does being avoided go into the process?

I'm no expert and I didn't see most of his career.

So I'm going to qoute his Wiki page If Johnson's resume was largely devoid of star names, it was because standout fighters of the day, such as Johnny Tapia, Danny Romero, Michael Carbajal and Ricardo Lopez are widely considered to have avoided him

If true, does that factor into whether or not he should make the HOF?

Oh and this is a nice acomplishment to go with being ranked P4P

Johnson was the first African-American boxer to capture a World Flyweight Title

i really cant comprehend what those press people use as a criteria to vote for a place in the HOF...

i mean being avoided is a criterion already?

            geez....
