They reached out to Arum through a trusted 3rd party, and Arum apparently told the 3rd party that he wasn't interested in negotiating the fight. Arum then came out and said that they were going to give Pacquiao time to rest over the holidays and then make their decision about what they would do next. Due to the backlash of that position, Arum has now created a smoke-screen to give the illusion that he's seriously trying to make the fight. It doesn't take a genius to see through this if your pay attention.
