I believe in my heart that Bob Arum would prefer to avoid a fight with Floyd Mayweather, but there are a few issues if this avoidance continues:
1). The public, and sports media have been fawning for this match up for over three years. *With Mayweather now calling out Pacquiao on a daily basis, the pressure has now been focused almost squarely on Bob Arum. *The recently released information from Retired Federal Judge/Arbitor Daniel Weinstein that Top Rank is no longer pursuing a fight with Mayweather/GBP only further increases the backlash coming to Arum
2). Team Pacquiao has recently stated they WANT Mayweather next, rather than a fourth Marquez fight. *Strength and Conditioning Coach (for Pacquiao) has recently stated that Arum does not want the fight, as well as is using Pacquiao's advisor Koncz to actually give the impression of false negotiations with Team Mayweather/GBP
3). Pacquiao's focus on politics seems to have stamped an expiration date on his fighting career. *Arum could possibly look at this as a reason to cash out on Pacquiao, but is looking for the most lucrative deal possible, which would mean possibly removing a second promotional team (Golden Boy) from the picture
this is how I'm seeing this as of right now, Bob Arum knows Floyd doesn't know **** about contracts or the financial side of making a fight, so hearing Floyd spout 'sign the contract' could be used against Floyd through the media
IMO Floyd should lay low for a bit and only speak on specific issues (eg. if there are actual negotiations taking place, have you been approached by investors), and avoid talking about contracts that don't exist
