The whole "ducking" label really doesn't apply here, I believe.
I say this because although both fighters are puppets, it is Pacquiao who has the thicker puppet strings. Arum calls the shots, it's arum who ducks, and not Pacquiao.
Puppet strings are always evident when a fighter is asked, "I know what the promoter might want, but what do YOU want, [enter fighter's name here]?"
The response of the fighter to that questions shows how tight those strings are tied.
These two fighters are being guided...and for all the talk Floyd says, he has advisers who do just that...advise! In the case of Manny, he's got two over his head, his adviser and promoter. They call the shots for him, not Manny, regardless of what his camp would have you believe. And Arum is no dummy, he can finesse Manny to ultimately side with him, that's what a good promoter will do, for the sake of the most money to be made overall, not just on one fight.
But i will say this, I believe the fight may very well happen this time as the pickings of other opponents seems to be at an all time low for these two. At least in terms of interest. Any other match-up in this weight class other than these two is meaningless and beneath either status and ego, and least importantly, an insult to the boxing community and its fans.
