I think this is a case of extremely smart match making by Golden Boy. They want to put a strap on one of their young 140-147 fighters (probably Devon Alexander), but don't want to risk sending him to Senchenkos back yard. If Paulie goes over there and wins a title, they can match him with one of their young fighters in an HBO WCB main event in America. If Paulie loses, it's not really a big deal.
