Montel Griffin sparred with both Floyd Mayweather and Roy Jones. He said the speed difference was incomparable - Roy Jones was much faster than Floyd. Now, this is a super middleweight being compared to a lightweight (at that time).

Single shots (not combinations), I say Roy is faster than Pacquiao.
