Bob Arum also knew the danger as his excuse for not making the fight was "Guzman is boring, he runs". Arum even planned on still fighting Soto, the loser of that fight.

Obviously there is a risk/reward in boxing and that's true with all boxers. You wont see Amir Khan fight some absolutely unheard of super talented fighter or whatever.
Guzman still has his boxing ability even showing above average toughness in the first Funeka fight. If he can keep himself in great condition, he's can be a problem at 147, but he's going to have to speed up the process because the way he's treated his body and his age won't do him any favors.
He's going to have to work his way into position instead of just getting a shot at a title and he's going to have to do it without the backing of a strong promoter (though Michael Marley has some pull as a publicist). He's going to have to become a mandatory (preferably for the IBF, who actually enforce mandatories) or get a high ranking for a vacant title. Khan is moving up if he wins the Peterson fight, so the IBF can be vacant.
The point is, he still has time to be a factor, but he's going to have to do everything fast.
