It is but you have to look at which main event is running the whole show. Pac-Marquez is bringing in so much money, if they wanted, everyone on that card could get a million. Also, HBO paying him that money now gets rid of javing to pay him big later.

Arum will give/sort out a million for him though. He'll have him on every Pacquiao card until he either gets his Pacquiao shot or a big money offer somewhere else ie Khan. Then he'll headline.
