Let's put it into context by looking at what's happened this year:
Bradley's fight against Alexander was extremely disappointing and did nothing to help boost his popularity. In contrast, Khan has been much more exciting and has gained a lot of popularity and support, especially after dispatching Judah so easily, which many said would be a close fight.
Bradley called out Khan after Alexander and even after the Khan-McCloskey fight. Even if we give him the benefit of the doubt and say Bradley's contractual issues were not his own fault, and it was bad luck and bad timing, then there is still no escaping the fact that he came out looking really bad after he rejected Khan's very generous offer. Bradley lost more fans in his already dwindling fan base, and again Khan gained even more popularly and support. This was characterised by the Ring placing Khan above Bradley in the 140 pound division.
So Khan is the bigger draw and is much more popular than Bradley. Not only does Bradley have a very small fan base, but Khan has a fast-growing, much bigger fan base.
Khan has much better, realistic options than Bradley, should he beat Peterson as expected. Khan is a very attractive opponent for many fighters, and has mapped out a solid path for his new few potential fights, whereas Bradley has not. If someone were to tell you, 3 months ago, that Bradley would fight 40 year old, faded Casamayor in his next fight, you would laugh at them - and rightly so.
All of these points mean that Khan has all the power in these negotiations, and the pressure is on Bradley to fight Khan, NOT the other way around.
60-40 make it happen Bradley.
