I thought I read a while ago several articles about how it was given the all clear, and so Arum made the fight there.

If so, are they allowed to revoke the licence? I would have thought such an act is not permitted in light of all the implications (financial, etc.) it would produce.

Exactly! He would have needed to get the OK before any venue was booked and contracts were signed. They're not going to approve him then take it back with less than a month till the fight.
