Which fighter is most shot?

I'm going with McCall because if you look at the list even though everybody up there is shot (Glen will still make you work for it) thus far McCall is the only one to be denied a sanction to fight and to me that's saying something. I know Evander has also been denied in the past but then he "miraculously healed". Didn't see that one coming and I don't see it happening for McCall.
