Why did Pacquiao vs Mosley happen??

I'm not trying to diss Pacquiao or anything, but I'm just really curious. What was the reason for this fight?? There was no reason for this fight to happen. I mean they sold it as "They are both fighters that come forward." But, that's really no reason to have made this fight. I mean, the Pacquiao-Marquez III fight is a pointless fight also, but at least there is a story and history behind it. So I can understand why that fight is happening. But why Shane Mosley?? No story, No controversy, No history, and No coming off of a win. I truly believe that there would have been better fights. I think a Cotto rematch would have been better. Why Mosley?? Wouldn't it be logical to fight...winners?? Isn't that how it goes?? Am I weird for thinking this??

I'm not dissing Pacquiao. I'm a Pacquiao fan also, so as a Pac fan, I want to see Pac in a more serious fight.

No one wanted the fight, when it was announced there were general cries of dismay and astonishment. I just see it as a Bob Arum decision to squeeze money out of his cash cow, it was nothing to do with competitiveness or excitement. I think it backfired very badly, as did the Clottey embarrassment.

I seem to remember a lot of Pacquiao haters saying that Pacquiao had never beaten an elite African American fighter and then the fight got made shortly after that.
