Yep, he does, and yes he is. He is gonna get more brain damage on top of what he already has, which is sad for him as a human being. But his delusional fanboys (who are probably some of the same people who complain about Klitschko fans) make it hard to feel too sorry for him. I hope this payday helps him with the IRS, because he's gonna earn it the hard way.
