To answer your question - It depends on what "additional testing" means. Mayweather has made it clear that he wants full blood / urine testing without a cut off date. If "additional testing" means that, then I'd assume that he would sign the fight. He has to take any commission test regardless of his opponent.
It's also important to keep in mind that your question is hypothetical. We can't even consider your question without first dealing with my question, which is that assuming that what Kizer said is 100% accurate, then why haven't GBP or Top Rank field a petition with the commission for additional testing? If they did then we'd be able to find out the answer to your question
