Why are people blaming Arum?

It's because it's convenient to them.

It also seems to imply that the fight is not happening because Arum is not offering enough money for the fight. Why else does Floyd want Arum to disappear? Or pretend he does?

It was in the first draft that Arum and Pac agreed to but when they couldnt scare Floyd of with 10 mill forfeits gloves etc they reversed the ok on OST and used that to duck the fight ,,,,,

Under the circumstances and with the money involved , who would refuse a drugs test ,,,,,, only a cheat !

it is actually cruel to make floyd try to have a fight he dont want. Floyd dont want pac thats for sure. Floyd dont care enough for boxing fans to make the fight happen. Whether the fight happens or not shouldnt rest on whether someone is prepared to take an osdt or not!

You cant always have what you want at the negotiationg table, but doesnt mean the fight wont be made because you dont get what you want. Pac could make a request of "i will only fight you floyd if you let me sleep with your girlfriend, she is very cute and i want to add her to my long list of conquests" floyd would be within his rights to decline pacs request, and im sure pac would still fight floyd, even if floyd did refuse pacs request.

If floyd cared about the fans, and if floyd wanted pac enough, he would fight pac regardless if he got his own way or not. Im sure hatton might have wanted a different ref against floyd, a fight in manchester or a fight at 140 even. He got none of those but still accepted the fight, because he wanted floyd enough.
The moral of the story is, floyd dont want pac.

Floyd fans are not being realistic. Arum can disappear
and Floyd will still have no desire to fight Pacquiao.
Mosley assessed it well just recently.

Mosley also said Floyd should have Manny tested but let's sweep that under the rug. Floyd had desire unfortunately Arum walked away from negotiations. Pacquiao's a piss poor congressman. How could his countrymen elect a guy who don't know how to handle his own money or make his own career decisions? Time for the so called congressman to step up to the plate DEMAND Arum to make that fight! If he really wants what's best for the fans but Manny's a politician and his promoter a lawyer both professions are known to be habitual liars.
