Because Sergio Martinez has no chin and no defense, hence why he loves taking on blown up welterweights/super welters and guys you never heard of who have no pop. A full fledged MW with 1 punch KO power is something that Dibella's matchmakers probably made clear to him he should steer clear of at all costs.

Logistically, a fight in Russia would be much more a challenge for HBO to broadcast than a fight in Mexico. For instance, it would be very costly for HBO to transport there production crew to Russia than it would be to Mexico. Also, as you stated, HBO has done fights in Mexico before and experience there; I don't think they have ever broadcast a fight in Russia. And the list goes on and on....
