It's because Pac hasn't agreed to testing. Arum and co. are pulling the same stunt they always do. They aren't serious about negotiating. The fight will never happen. It's time to move on.

damn lopez you is a fool,..Pacquiao already agreed to any testing Floyd wanted. He agreed to them during the 2nd negotiations which Floyds camp denied ever happening, although HBO, their president Ross Greenburg, Top Rank, and Golden Boy who was representing Floyd all said did occur; if Floyds camp wouldnt have lied by denying the negotiations then he could save face to dudes like you. But a fifth grader could see this clown Mayweather is avoiding Pacquiao and also that this fight is never happening cuz of Floyd.

Floyd clearly learned a lot from a ***** friend. He talks like one.
You know, the usual intro: Pac fought his left-overs, struggled
against Marquez, had three loses, ad nauseam ad infinitum. Then
the take-the-test bomb. You'd always wonder why you need
extra test on that type of boxer they describe. I mean how long
are we normal folks going to pretend like we're idiots?

You either say Pac is too good, he needs to be tested, OR
Pac is just an ordinary fighter and extra tests are unnecessary.
You can't have both. Otherwise, you'd look like a clown trying to
