Pacquiao agreed to the test with cutoff dates. He has never agreed 100% to Mayweather's terms on this issue.

Conversely, it is reported by both sides that in the original negotiations Mayweather agreed 100% to certain Pacquiao terms including weight penalities, and glove size.

just because he tells some idiot reporters 'yes we agreed, its on them' and then the video becomes a youtube ******* sensation doesnt mean the chump agreed

both camps are holding out until a few more fights. this fight will end both their careers. one will lose, one will win. both will retire

Pac has agreed to additional testing above and beyond what is currently required by NSAC.

But Pac has NOT agreed to all of Floyd's demands as Mosley and Ortiz have done.

I'm not saying he should or shouldn't-- those are just the facts.

Pacquiao agreed to his own tests; i.e. non-random testing with cut-off dates.
