They both havent really fought the toughest opposition out there. but id have to say pac easy. floyds best wins are against corrales and he was drained, and castillo to which he lost the first fight.

another thing is, people forget that pacquiao moved up in weight very quickly and thats why those wins over cotto, margarito,clottey were impressive. Even though he did have an advantage on cotto concerning the weight but we have to realize this is a guy who not too long ago was fighting at lightweight.
