HBO wont put up the cash. Senchenko isn't as brave as Zavec, he knows he'd be selling his belt to fight a top guy outside of his home country. That why he wanted something like 500K in order to fight Alvarez.
Who is Ortiz? He was a hot prospect who's stock plummeted, rose when he won a belt, and then cashed in with a poor performance against Mayweather. I'm not saying he doesn't deserve the fight, he'd easily beat Senchenko, but so would many of the 147 and 140 contenders.
Unless a guy is backed by Haymon or his last is Pacquiao or Mayweather, there isn't enough interest to generate the money needed to lure Senchenko out.
