Ortiz wouldn't have been knocked down, and Garcia wouldn't have then stepped on the canvas, if Cortez had done his job deducting the point correctly in the first place. However, that is not a statement to defend Ortiz. The point is Cortez shouldn't be refereeing big fights anymore. He's not good at it.
