Does anyone know why PBF doesn't have Vargas and his opponents tested?

Does anyone know? Makes him look pretty silly if he's trying to clean up boxing and he doesn't even have his own fighters test.

Because he knows Vargas isn't cheating and Vargas opponents can't afford PED's.
