Can anyone here explain why Manny Pacquiao avoided the test?

I thought originally it was just a power struggle between him and Floyd. Pac felt insulted, and didnt want to give in to Floyds demands.
But with the excuses, and all this time, i think theyre both idiots.

I think he's avoided the tests because he's using gear, no fancy reasons here i'm afraid.

I've heard loads from both sides and i think they are both as bad as each other, i think they are both happy Manny has avoided the tests and i think if they can keep it that way it will suit them both for now.
