Will Burns be stripped of his belt if he pulls out against Broner?

Or will he be able to keep his paper-belt? Burns won it against a good brawler in Rocky Martinez but after he won the belt, he has done nothing but fight easy opposition since then. Didn't he sign to fight Broner? But now he threatens to pull out?
