Pacquiao agreed to the tests over a year ago, the problem is that Top Rank is trying to deal with an irrational individual who, moreover, does not like Top Rank.
And-it seems- does not like the idea of fighting Many Pacquiao.

Given Boy's history of not paying his bills; I wonder if FRAUD can find a BONDING Company will underwrite the DEAL???

Not so fast boxing fans! As Pac is now saying money split may be an issue?
"What we need to be done is the sharing, profit sharing, and also the guaranteed purse of both of us" states Manny Pacquaio on yesterday's ESPN interview. What issues is not clear? When Mayweather agreed to the $10 million dollar per pound weight penalty, he also agreed to the 50/50 split of the purse. What more issues is there? Is Pac now saying testing is no issue but is setting another road block to postpone the fight? Its not like the lawsuit is an expressway either. Maybe a detour, but by no means is that helping to get to the final destination.
Dollars make sense: So does a bag of cash.....
-Waiting to hear back from Ortiz and Hoya to back there confidence up with that $5 million bet. Should Floyd use that money to fly Mr. Pac (1st class of course) over to Vegas and confront him (the business savvy congressman) with a contract to sign and a bag full of money. De La Hoya knows what I'm talking about. Wink wink... Get'er done, as Bob's in no hurry.
Battle of PPV:
Be honest folks, who do you think sells more;
Mayweather vs Ortiz
Pac vs JMM III
USTEAM vs SKYPE
-In other news, yesterday's "lite" workout by Mayweather was at the very least, entertaining. Standing by to hear from Pac's team wanting to "outdue" Mayweather by setting up a SKYPE session in the courtroom. That's what legends in the ring do, is what Bob Arum will state. Can't wait for this one!
The questions:
Are we getting closer to the match we all have been waiting for? After 2 years, Pac finally agrees to testing. Assuming this to be true one would also have to assume that the USADA is not biased anymore? So is money the big concern now since Pac himself is having personal issues with money? Have the tides turned on boxings hero? Not to long ago the boxing community questioned Mayweather's money business. Has the shoe been placed on the other foot? Is money being used by Team Pac to set another road block? These where questions directed towards Mayweather some time back. The picture is becoming epically clear!
or # of words U use being a complete IDIOT???

Bob knows that would be bad for his investment. Bob will make it right before Pac retires. That is soon.

I don't know if Pac is juicing or not but he is definitely acting like a guilty guy. If Manny is clean, then he should have no reason to avoid taking the tests. How can you sue someone for asking you to take a test because you are clean but won't take the tests to prove that you are clean? If I was Floyd I wouldn't go to court for that charge either.

''okay, Victor Ortiz you don't like me, you're mad at me, okay we are going to have court inside the squared circle.”
Just like Floyd did with Gatti, Baldomir, Judah off a loss, lightweight Marquez when they called him out.
But NOT with the likes of Tszyu, Cotto, Margarito, Pacquiao, Paul Williams.
Floyd is such a ****ing phoney. I'm convinced he only came back for the easy payday vs Ortiz and will go vacation for another year until he needs money and Golden Boy will have another hype job ready for him.

The particular test we are rabidly discussing here re Manny-Floyd fight is random OSDT with cut-off. When Floyd demanded OSDT which Manny agreed, both of them agreed that there must be a cut-off period with reference to day of the fight. Manny wanted 24 days cut-off but Floyd wanted 14 days. Neither side gave way and we all know what happened next.
On the second negotiation Manny agreed to 14 days, but then Floyd moved it to 7 days. Still Manny agreed to 7 days but then again Floyd moved it farther to fight night which means zero (0) days cut-off, and both of them could be tested on fight night "if" USADA deemed it necessary. When Manny agreed to zero days or what we practically call this time as "No Cut-Off" up to fight night, Floyd went to vacation and so on and so forth.
So when Manny said there are no more issues other than money sharing and guarantees, he means, drug testing without cut-off up to fight night is no longer an issue. And no matter how *****s tried to twist and spin this, it still would mean that Manny said yes to all Floyd's testing demands.
