Its because of Sauderland. WBA and Sauderland are working scams together.
If you notice the WBA HW Belt shouldve been in Wlad's hand when he KO'd Chagaev in 2009. Instead they ddidnt wanna sanction it for whatever reason, so it went to the winner of Haye-Valuev (both Sauderland fighters, Valuev getting owned by Chagaev the year before and Haye having 0 HW Exp).
Then Haye wins WBA belt and puts it up on the line against Wlad, but when Wlad wins he doesnt get the belt, he gets some new super duper belt that never existed. and the regular belt goes again around the waist of a Sauderland fighter in Povetkin.
It seems Sauderland and WBA are colluding and passing the belt around their fighters like its hot potato.
