is inactive since the beginning of this year, is one of the most talented fighters and are being very slow. It should have been two fights since his last fight. with quality fighters

He should fight the elite it's obvious he's ready for them plus he isn't getting any younger

yes, but even with no fight with the class A of the division, it is preferable to fight against class B fighters to not fight

it wasn't entirely his fault. He has been the interim WBA champion in his past two fights. He was promised a crack at the WBA regular champion which was Akifumi Shimoda. Then the WBA allowed for Rico Ramos to fight him instead. I believe Rigondeaux sued or went to court over this. So now, Rico Ramos is obligated to fight Rigondeaux.
The Shimoda-Ramos fight was on the verge of being called off when Rigondeaux’ Irish manager, Gary Hyde, through renown boxing lawyer Patrick English, lodged an objection to the WBA. The action resulted in the promoters for both Shimoda and Ramos being instructed to make a deal with Team Rigondeaux or their fight wouldn’t be sanctioned.

As WBA world Interim champion, Rigo should have been the next challenger for Shimoda's title, but the Japanese champion by-passed Rigondeaux in favor of an easier title defense against Ramos.

Top Rank-promoted Rigo will now fight Ramos (20-0, 7 KOs) and the Cuban sensation has vowed to take the title belt from Ramos. “I stepped aside and let the fight go ahead,” Rigondeaux explained, “even though they ignored the fact that I was next in line. Ramos will soon regret that he won the title when we get it on.

okay, but we should have fought with someone all this time, when the Japanese chose to fight another, he would have gotten otherwise would have to fight, while waiting for his showdown for the title. It was a bad move for Arum

I agree, but not because I care about how active he is. But because he is what? 30? And with all those years of elite amateur fighting, he can't have that much mileage left. Hope I'm wrong though.
