can someone explain to me the draw rule

If two judges score it the same or the same score for diffferent fighters, doesn't the third judge make the decision. Wolak Rodriguez is an example two judges even the third for Rodriguez how is that not a win. I hate that, its drives me crazy and just doesn't make sense to me

No its a majority draw since 2 of the 3 judges (the majority)ruled it a draw

The rule is if two judges score it a draw, it's automatically a draw. It's better off that way, because that third guy could've scored something crazy. If two people have the same scorecard, it's more likely (obviously not always) to be an appropriate scoring.
