            5.Ricky Hatton

            7.Roy Jones Jr.

              mostly skills and resume over the course of the whole decade not just a small portion. That is why guys like Tito, Jones Jr and De La Hoya are not in my list they are in my 90's list.

                Winky beat Trinidad, Mosley (2), Quartey and got a draw vs Taylor in a fight he IMO won. Also in the last month of 1999 he was robbed vs Fernando Vargas. He was also the Lineal Jr Midleweight Champ.
