I think you'll find it's the other way around. Wladimir offered Valuev a fight after Haye pulled out the first time, which Don King turned down. I also seem to recall Vitali offering him big bucks to face him, which was also turned down. King just wanted to keep that WBA strap hostage for as long as he could.
