I don't think either Pac/Floyd/Oscar have a chance against Hearns at WW.

Tito would beat Hearns via low blows.
On the real, I honestly see Tito giving Hearns the most trouble out of the WWs of the last 15 years. Cotto would get massacred and so would Margarito.

Hearns would most likely be the king of today's welterweight division, but you can never count out other ATG level fighters such as today's Pacquiao and Mayweather.
Mayweather just wouldn't have the power to hurt Hearns, and that jab would be hell for Floyd. Floyd's defense would puzzle Hearns, but Hearns would probably outwork him. Hearns wins a (frustrating) UD over Mayweather.
Pacquiao and Hearns can hurt each other. Hearns has a ridiculous height and reach advantage over Pac, but that CAN be an advantage for Pac. If Pac can force Hearns to reach down enough and often with his jab or right straight, what happens if Pac lands a hard counter left hook/straight as Hearns is reaching down? After all, Pac IS very fast on his feet and hands, and hits quite hard. Hearns wins a UD or stops Pacquiao late.
Cotto? As much as I love Cotto, I don't think there is any kind of shovel on this planet that would be able to dig him out of a grave Hearns would put him in. If Cotto had a chin like De La Hoya's, he MIGHT have a chance. Not that Cotto had a weak chin, but it isn't quite Margarito/DLH level, and he does get hit, and getting hit by Hearns is no good.
