it's not that hard first a list of things you need.
1.head movement
2.fast feet
3.hand speed
you see de la hoya ,hatton,margarito ,clotty,cotto all came straight foreword in too pacquaio .All pacquaio had to do was hit them and move because they where slow flat footed had no footwork or head movement .Which made them a easy target for pac.this is why Marquez was so good against Pacquaio the 3 times Marquez was kd was because he was right on front of Pacquaio or moved straight backward .but Marquez adjusted and moved to his left .Pacquaio can not deal with head movement or good footwork.have a look at the fights if you don't believe me .Shane tried to too do this but did not counter because he is old and was just trying to land a big right.pacquaio would not be able to handle mayweather.

1. Take the fight to him. Marquez and Morales were extremely successful against Pacquiao because they did this.

2. Be able to move around the ring. Pacquiao has never been particularly astute at cutting off the ring.

3. Counter punching and the power to make that counter punching matter. Again, Marquez and Morales did this really well.

4. You have to be active. Throwing one counter shot at a time won't work, you have to at least be comparable with Pacquiao's punch rate. Countering cuts that work rate down, but even a Pacquiao workrate cut in half is a lot more than most fighters.
