      Central withholding agreement (CWA). Nonresident alien entertainers and athletes who perform or participate in events in the United States can request a CWA for a lower rate of withholding.       Plus he is not owe a refund for 2006. The Statue of limitation of a refund is 3 years from the due date of the tax return. So in 2006, the Statue of limitation has expired for a refund.
