Because Tua blew all his cash on bad investments and a protracted lawsuit with his ex-managers, got distracted, didn't fight much for years, and fell out of the rankings.
He started to make a comeback a couple years ago with a big KO of Shane Cameron that got people excited, but has since stalled out and got knocked down for the first time ever last summer by Monte Barrett.
He is trying one more time and is rematching Monte in August -- he says if he doesn't win that one big, he is done.
Edit: Probably pointless now, ashame it didn't happen in the past. Tua looks like crap now.
I thought Tua looked decent in his last fight against Demetrice King. He fought at a good pace, boxed and didn't rely on his power punching to win the fight. He actually was throwing a good jab and went the whole ten rounds no problem...
also possibly management problems/conflicts. the brothers had trouble shaking off universum promotions - who arent a very clean organization and possibly were in bed with don king productions.
Interestingly, Tua and Vitali have something in common: They both lost to Chris Byrd and Lennox Lewis. Of course the circumstances were very different in those losses, and Tua's team was also putting him through rebuilding stages during the period when the Klitschkos were becoming dominant.

Had ZERO to do with the K-Bros and everything with Tua. Tua blew up his own career. He had to move his family in with his manager.
