What gives Bob Arum the right to accuse or question USADA?

The only thing I have heard over the last 3 years is, "Mayweather had no right or reason to question Manny Pacquiao credibility" now those same people are accepting Bob Arum's (falsely made) claims that USADA is a unfair company.

Does anyone see the hypocrisy here? If that the case USADA should file a lawsuit against Bob Arum for defamation of character, all this does is give USADA bad look and may run away potential clients.
