Why would this request to have the IOC/WADA monitor and coordinate the testing kill the fight when it does nothing to prevent the testing from happening? In fact, it solves the potential problems of using an agency with limited jurisdiction, like the USADA.
Give one credible reason why this will kill the fight.

So if Pacquiao gets by Marquez, and if Mayweather gets by Ortiz, then there is no reason whatsoever for that fight to not take place next.

It could be for several possible reasons. Maybe they were focused too much on the cut-off issue and other disagreements that they overlooked who would undertake the testing, or, like all the experts in this forum, they did not foresee the potential problems of using a U.S. based agency.
In any case, that question is now irrelevant since it has been superseded by newer developments.

rich, I saw it on the film documentary " assault in the ring ", and it was a first-hand interview, but then I read up about it and the reason why Arum took that position is because Top Rank would have been dragged into the lawsuit being the promoter who held the contract for that fight.

Arum stated that the lawsuit was " pathetic ", and that Collins Snr was just trying to make easy money because a lawsuit was easier than fighting (sound familiar), and Uncle Bob justified that comment by saying that Billy Collins turned down fights after he took the Resto beating.
