Would PSC cover a dirty test for Manny?

WADA has an approved lab in the Fillipines (PSC), so if Manny & Floyd agree, Manny would be tested by them while training at home rite.
Bob Arum has come out and said that "He doesn't think USADA would be neutral".
My question is this.

Does anybody honestly think PSC would really do their jobs and report any dirty samples if any were found?
Honestly, the way they worship Manny over there. I highly doubt USADA would cover a dirty test for Floyd if he popped dirty, but I'm pretty sure PSC would for Manny. Look at how USADA is going after Mr America Lance Armstrong.

and these questions are based on the fruits of doubts that came from the seed of an accusation that up to this time is yet proven true.............

first, pac was accused of using peds by pbf's camp......

then pac sued pbf giving pbf chance to prove his accusations in court..

pbf failed to submit deposition/proof....

then usada's credibility was now put in doubt by arum...

then the ts upholds usada's credibility/integrity...........

now the psc is under question by the ts as to its integrity....

where will all of these lead us to? when will the fight be ever made?
