    Understanding how the WADA works?

I'm guessing Paquiao wants to go through the WADA in conjunction with the Nevada Sports Athletic Commission (NSAC) because of the fact that he often trains in the Philippines where the USADA has no authority and the Philippines Sports Commision (PSC) would have to test him there and then the USADA would have to test him in the U.S. once he comes over here to train at the Wildcard gym.

I am trying to figure out exactly how the testing will work so if I am wrong let me know because I would like to know exactly how this thing will unfold?

There is no approved laboratory in the Philippines.

If you check the list of National Anti-Doping Oganizations on the WADA website they list the Philippines Sports Commission for the Philippines and the U.S. Anti Doping Agency (USADA) for the U.S.

Well if they don't who does the testing in the Philippines?

lab and organization are 2 different things. bigger organizations have their own labs ,but smaller just use accredited international labs.
